I just tried this using Brave, and whether I do it "the sighted way" with no screen reader involved, and use CTRL + A to select the page content, or use NVDA in focus (I get the teletype sound and the focus highlight is blue) to select all with CTRL + A, I get the same result.  Both documents have the headings starting with NEWS and ending with Useful Links.  There is, however, an empty heading that precedes the NEWS heading, but it and all that follow have text.

I am getting the same result when using NVDA in conjunction with Firefox and with MS-Edge production version.
