It doesn't update when it isn't running.  As far as I know, nothing does.  But the first time you run it and leave it running for any significant length of time when an update is available for your machine, it will update. 

I said for your machine because updates aren't made available to everyone at the same time.  People get an update in different areas some sooner, some later.  That keeps the servers used to send the update from being overloaded.

Anything stable is stable and getting that version right now is still using the older interface.
