Balabolka can extract the text. I have it already. I sent it to Shaun Everiss, and he helped me out. I could have did it myself.

I do not know of any easy way to extract content from a protected PDF.
A regular PDF can definitely be opened by MS-Word 2013 (I think, it may be 2016) and later, then saved in any of the formats that

I know that Word would convert it to a word document. It is a securities settings issue.

By default, anything you scan using Openbook or any competent scanning and recognition program orients the document automatically so that it is always being scanned as though it were correctly placed
