I mentioned earlier that you can use the command:
winget upgrade --all --include-unknown --accept-source-agreementsto do exactly what the subject line says.
I thought I'd post the output from that winget command from my machine so those who have not used it can see what to expect. Certain updates can (and do) fail, and I've had a couple do so repeatedly. They are in progress as I snagged this information, and one of the "cranky ones" has historically been Microsoft PowerToys, so we'll see if that completes successfully.
