Assistance on accessible folder protection software

I am looking for an accessible folder locking or protection tool I can use to set passwords and control access to content on different machines at my work place

Does not the admin account allow this in Windows? I'm no expert, but even Windows 7 seems to be able to lock folders out for other users.

NTFS and File Share permissions under Windows already allow for the sorts of protection asked about, with the exception of password protection, and even that can be done under Windows itself.
