Thanks Brian. Google translate sure has come a long way since 15 years ago. The grave does seem to do what the accent key is supposed to do as it opens the Commands context menu, and tilde opens the menu associated with shift+accent. If you actually want to type those symbols in a message you would type it in notepad and copy and paste. No big deal since I don't think I've ever included those characters in an email until today lol.

AltGr is a key common on many keyboards used outside the USA.  It generally replaces the duplicate plain ALT key that resides on the right side of the spacebar.  According to the wikipedia page on Alt Gr, those of us who don't have one can use CTRL + ALT in its place.  I can't be sure whether Accent is being used to refer to the accent grave key (which as you note is generally to the left of the number one on the number row) or accent acute, which a US keyboard doesn't have as a native hard key.
