A hard restart with the power button is possible on any machine.  It's built into how Windows itself works with the actual power switching.

That being said, and I do actually do hard restarts if absolutely necessary, they should be a last resort.

The Restart command sets a startup timer, completely powers the machine down, then when the timer goes off Windows is reloaded, completely from scratch, from disk.  Nothing from the previously active Windows session is retained.  It used to work that way with shutdown and powering up again, too, until Fast Startup entered the picture, and since I can't presume that Fast Startup is disabled, I always say use Restart.
