This has been a long day, and I was rushing this morning. I should have said "hard shutdown" not "hard restart".
As has been said, holding down the power button for whatever period of time is needed on a given machine to make power cut, regardless of what the machine is (or is not) doing, is a hard shutdown. These should be an "if all else fails" measure.
