You have it correct. Despite having IE set as my default browser I went in and set it to my default again and it seems to have resolved the issue. Still the only strange thing is that everything else was using IE except for trying to open a html file which the NVDA user guide is.

If I am understanding his problem, he's got IE set as his default
browser, but for some reason, Edge is still taking precedents over IE
when it comes to things like this. I'll almost betcha, he'd have the
same issue, if he tried opening a page with Cortana. It's not a matter
of his default browser not being set, it's more that Windows seems to be
openning things anyway with Edge. Correct me, if I'm misunderstanding.

Open Internet Explorer and see what happens if you issue the command f1.

As I said following your steps I have IE set as my default browser.
Help documents still open in Edge.
