For BIOS you can reset the BIOS/UEFI to clear the password (manual for your MotherBoard should have guidance) but then may have some OS reconfiguration to do.

For a forgotten Windows passphrase the Ulitmate Boot CD provides utility in "Parted Magic" linux environment --or a command line Programs -> Password Tools and use the "NTPWEdit" utility.

In effect either will open the Security Account Manager (SAM) values in the Windows registry, and remove the hash value of the password effectively clearing it and allowing a no password login to the account on reboot into Windows. Some references below, but Google it for more guidance.

And honestly for either you may need sighted assistance.
