Yes, this is normal for Chicken Nugget. Don't know about any ducking though but I have that turned off here anyway.

What program are you using to read tweets? Most of the ones I use will automatically switch to any available SAPI voice when the screen reader is turned off so you always have speech for reading tweets. This isn't actually Narrator, but it will sound like it as it's using the same SAPI voice that Narrator uses.
