NVDA doesn't use higher pitches when you are using speak typed words on when a question mark follows a word, nor does it emphasize an exclamation point.  Of course, capital letters are raised if you have speak typed characters on.
 
I don't know if making the changes asked for is practical because I don't know what would be required.  I would think that a workaround would be to use a setting like most punctuation when typing.

I'm using eloquencein jaws there is a higher pitch.

Isn't this the default behaviour for most synthesizers? Further explanation is needed.
