Many other people have brought this up since I first posted last week.
Probably the easiest way to reproduce this is to install the app I mentioned in my first posting on this issue, Pop Peeper:

I use this as an example because, if you are like most of us, you receive a lot of emails. This program will notify you of each email received, and you won't have to wait long for toast announcements to happen once installed.
Once the program is installed, add your account. Go into the program options and check the box that says
"Display Tray Icon Balloon Tip"
Let it run for a while. Do your normal computing thing. As you receive new email and as more apps are opened and closed on your computer, you will begin to see repeated toast announcements.
This has nothing to do with the app mentioned here; I talked to the developer with whom I have been working out some other bugs in the app, and he could not reproduce this with narrator. In addition, as a reminder, people have also noticed this occuring with programs such as skype. I do not have an active skype list, so I can't reproduce this behavior in that program.
