Many laptop computers now require the fn key to be held down for normal operation.  That may well be what's happening in your case.  Some systems allow you to change this behavior in Windows; I'm not sure where, maybe in the ease of access center.  other systems require the change to be made in the BIOS.  What I've suggested recently is that people try taping the fn key until they resolve the problem.  Before shutting down or rebootting, sinnce I don't know how this might affect shut downs or boot ups, remove the tape.  It's amateurish but it might work until you get the adjustment made.

I have an issue with screen readers and the F 1 through 12 keys. I have
a new HP computer and I can't use NVDA plus F12 to tell the time. It
just doesn't say anything when I try.
