Look in the system tray for something like synaptics pointing device or whatever is appropriate.  Right single click it and look through the multipage dialog that opens.  I believe the settings are more likely to be there than elsewhere.

You might try pressing windows+X and going to the mobility center and turning off the touchpad from there. That's what I did and I also have a Dell laptop from the Inspiron line.
