I think the answer you may want is how to open the download not how to start it. Firefox prompts you with the save or open dialogue as soon as you click the download but instead chrome immediately starts the download without a message. Once it is complete, you can either find the file in the downloads folder or in the bottom of the chrome browser window. That bottom section can be accessed with F6, I believe.
So from the chrome window where you just clicked download, you should be able to use F6 to scroll to the download bar at the bottom of the screen where you can find out the status of the download, open it, open it in the containing folder, or dismiss the notification.

Is there anyway to get downloads to start automatically in GoogleChrome
using NVDA or JAWS?
Right now, after clicking on a file I want to download, I have to go into
the downloads folder and click on the appropriate link.
