What happens if you just click on the link that you are attempting to download? Perhaps it is a show notes page that then has a link to the multi-media file. Another possibility is that the link you aare clicking on starts a HTML5 player
for the podcast.
Usually in the case of an HTML5 player there will also be a download link.

I wonder if anyone can help me. I’m trying to download a podcast from a particular website and evrytime I try to use the save target as to save it.
It always being saved as html file and not as mp3.
