I use CHNTPW in Linux for removing Windows passwords, and I think there is a Windows version.

The WinPe DVD discussed once on this list comes with a utility for this.

No, nor would I recommend any such software, either.

If you wish to avoid entering a password when booting up Windows 10 (or Windows 8) you can make the operating system enter it for you, getting the same effect.  Download the following, for step-by-step instructions:
