You might have to use another browser for downloads
and Chrome for most of whatever else you do. I doubt you can stop
this. You could try turning report dynamic content changes off, NVDA key
f5. That toggles it on and off. But I haven't found this command
generally helpful in such situations.
I don't use Chrome much and I haven't tried to
solve the problem myself. But I'm telling you what you might try and my
pessimism about dynamic content changes based on past experience in other
contexts.
