Good Afternoon:  If this person is using Windows 10 restore point needs to be turned on after every update on a new version of win10.  This requires going in to searching for restore point.  Once it has been found then it has to be configured and turned on for each drive, or at least the drive their windows files are in.  After turning restore point on you must create a restore point.  I hope this helps.

Being able to run restore points has saved me a lot of work trying to solve problems over the years because I could solve many of them by just running a restore point.
 
For example, at some point, I don't remember what version of Windows this happened in, all my system sounds disappeared.  They were still on the machine and I could change my sound scheme settings but there was no sound.  This was clearly a registry problem.  I ran system restore and solved the problem.
 
At least once, I uninstalled a demo and doing so caused me problems because the demo didn't uninstall properly and did damage.  I didn't have to worry about figuring out what the damage was, replacing files, or anything else.  I ran a restore point.

Why didn't you run a restore point if you had one from immediately or shortly before the program was installed?  It would have reverted the registry to before the program was installed. 


You could have saved time and trouble, perhaps considerable time and trouble if you had run a restore point after the first or second attempts you made to uninstall the program using the first two uninstallation utilities were unsuccessful.

 

And this isn't just about a case like this.  System restore can save you a lot of time and trouble if an odd problem occurs that may take considerable time to try to solve and may even take a visit from a tech.

I had to end up calling the microsoft disability line. The girl there
helped me to uninstall it. She had to go into the registry to get rid of
it. Well, it's gone now. I should have thought carefully before
installing it. It doesn't work with windows 10 at all.
