I agree that this is very bad website design by something designed for blind users, but it happens on quite a lot of websites if the designers don't include whatever descriptive attribute identifies the control to NVDA ... we find this a lot with buttons that just get spoken as "Button"

So tabbing from edit box to edit box doesn't work, although you can tell it's the password field because NVDA says something about it being protected and you hear whatever asterisk symbol appears when you type a character.

If you start at the top of the page and press e to jump to the first edit field, then don't go into it but arrow up and then arrow back down to the edit box, you should hear NVDA announce "user name" for the user name field, and "password" for the password field, so you know what info you you need to enter into each.
