As far as I know, the only way to increase the number of keystrokes available from Brailliant devices are:
1 - Manually add those keystrokes using the Input gestures dialog, found through NVDA, Preferences menu;
2 - Someone make an addon to increase the number of keystrokes available;
3 - Humanware or NVDA team, if they can have a Brailliant to use, increase the number of keystrokes available...
