It's interesting that you have this acdcessibility problem with Dropbox, Brian, as I am still on Windows 7 here, and I can still read the Dropbox preferences, keep track of uploads and downloads in the system tray, and I still get help balloons to tell me a download has finished: I don't get told that an upload is finished, but I know it has when the Dropbox icon in the system tray includes the words "up to date". Since you can't read the preferences yourself, I think you should get sighted help to go through the dialogues there to see if changing some of the settings will bring more accessibility back for you.
