I can see such indications as well.  I'm becoming suspicious that this is related to the other proboem.  Something may have changed that causes this problem but it may only cause it if the other problem exists.

I am running Windows 10 version 18.09 and I also can see the Dropbox
tray icon and can read basic things as status and updated.
