Hello,
I think that isn't a problem.
In voice setting dialog by default the level of symbols is "Some", and the level for each emoji in the dialog Punctuation/symbol pronunciation is "Some".
You can customize these levels as you prefer, but by default NVDA reads emojis as expected.

Hello. I managed to solve the problem. In the NVDA menu, a submenu of
Preferences, there is the item "Punctuation/symbol pronunciation...".
This dialog box has all the smilies. You need to select the desired
emoticon and the "Nothing" level and save the changes. In this case,
the emoticon will be read correctly. This should be done for each
emoticon, which, unfortunately, is not very convenient. And you need
to make changes for each language. I hope these problems will be fixed
in the next updates.

Hi,
probabily you are using "None" as level for Punctuation/symbol
pronunciation.
Raise the level to "Some" or more with nvda+P then try to read emoji.


Make sure that the checkbox "Include Unicode Consortium data" in the
voice setting dialog is enabled.

obviously, the emoji dictionaries from espeak.ng aren't available on
NVDA 2018.4.
