It may not be Microsoft. What make/model is your laptop and, more specifically, what Bluetooth or WiFi/Bluetooth combo card does it have?
Intel has just been releasing "modern drivers" for that hardware and your machine may need to be updated to it. There are just way too many variables and unknowns to have a definitive answer, or even a decent guess.
