Janet, the synth ring lets you go around to various settings in the
speech synthesizer dialog. This is where you can get to your rate
setting. So, mine started w/rate; a press gets me to pitch, another to
volume, still another to the voice being used, & the last 1 is back to
rate--thus the word "ring", as you'll eventually end up back where you
started.
If you wish to change 1 of those settings, when it's on the 1 you
want, ie, rate, then just press control NVDA up/down for desktop, or
ctrl+NVDA+shift+up/down for laptop.

Janet, this is just a suggestion, but I'm wondering if it might not be
more helpful--& more accurate--to simply access the NVDA menu, go to
help, then go to the "command quick reference guide". There, you can
find the keys, both for desktops & laptops, that will perform any
command NVDA has. This should contain the most up-to-date & accurate
information.
I think what Joseph is trying to tell you here is that the command you
tried to use is inaccurate--for the desktop, it's NVDA+ctrl+up or
down, w/the laptop you add the shift key.
