I can only say that if you are a non admin user and are using a copy of nvda installed by another user who has not granted write status to you you are in effect stuck with the settings as they are or as you temporarily set them.
I do not understand the control f ref here as this does different things according to what softwar you are running and attempting to make it work as an nvda command is going to have clashes.
