I'm thinking the oroginal post didn't give us enough information. 

When using the command prompt, you should get speech just fine.  I use the command line a lot in windows (both 8.1 on my desktop, and 10 when I'm using my laptop), and in both cases, the command prompt talks just fine for me.

If you want to review data already printed on the screen, numpad 7 8 and 9 will read previous line, next line, and current line, and typing the command with a vertical bar followed by more will page your output one screen at a time if you want to read it page by page.  I did turn off key echo, (NVDA-2 because of the spelling issue, but otherwise, the command prompt works just fine for me, and it should for you as well. 

All the suggestions posted in this thread are useful pieces of information to get things where you can do stuff with them, but if you're just talking about reading the command prompt screen with NVDA, you shouldn't have to do anything at all, it should just work, if this isn't the case, then there's something wrong somewhere, and that's really what should be focused on, instead of other ways to get the info.

Now, try moving with numpad 7 and numpad 9.  To hear the current line, use numpad 8.  All these commands are just numpad keys by themselves, not in combination with numpad insert or anything else.  Can you move around the screen?
