I just tried an experiment. I made a speech dictionary entry for down arrow, writeen in just that way down space arrow and in the pronunciation field, I placed a space. it worked. You will have to make dictionary entries for any keys you don't want spoken. But I don't think you should make one for tab. there are times when tab is spoken in multipage dialogs such as general, advanced, etc.
You will have to make many entries, for example control home, control end, right arrow left arrow, whatever you don't want spoken.

I have a user who is trying to make the transition from jaws to NVDA. He
would like NVDA to read keys like tab, shift tab, enter, alt F4 etc but
not the down arrow, up arrow, left/right arrows etc. Is there any way of
forcing NVDA not to read certain modifier keys?
