You may be able to get away with tabbing through a
form in forms mode and you may want to try. But it is often much better to
be in browse mode and down arrow through an unfamiliar form. There may be
information in between the fields you might or would want to know such as the
format to use wen entering information in a field. Also, forms don't
necessarily read descriptive information such as name or address if you just
tab.
Technically, to be accessible, it may be that forms
should read such information but there are a lot of forms that are completely
usable but not technically accessible.
