It’s not likely they would apply for this since the open source software/hardware has to directly combat affects of the virus, or help in relief efforts. Providing the blog’s examples of an open source vent, software or online platform that connects the open source project to an at risk group, or healthcare platform, NVDA does nothing of the sort. Besides, the project must already be a matured project which turned its focus to virus relief efforts.

I was thinking NV Access could apply for this as a whole? If not, then maybe some developers. Your code has to be open source, though. The below blog post explains more.
