Indeed, you don't have a brailledisplay, that is the reason.

First, I do not have a Braille display connected, so this could be the difference, but the only control I see for Braille is the Download and install braille button.

If I SHIFT+TAB seventeen times I land on the checkbox for Sync the Narrator cursor and system focus , which is checked by default.
