Unless you use an add-on, the announcement is only made in browse mode. You can see if you have copied or cut something to the clipboard with the command NVDA key c. That will read what is on the clipboard if it isn't too large.

Hi. Does it only announce that text is copied to the clipboard in browse mode? I was trying to copy text in a word document, and it wasn't announced. On a related subject, does it also announce that items have been cut to the clipboard?
