Problem fixed. windows app essentials was missing.

I'm sorry, but that is insufficient. We have no way of knowing if "fully updated" for your machine, is the same as fully updated for another machine. What does winver say, specifically the second line?

And of course the other questions about Windows 10 App Essentials need to be answered as well.
