Highly unlikely, as SAPI5 voices for Windows depend on the user interface language. By the way, Microsoft David has been a part of SAPI5 engine since Windows 8.0.

There are also SAPI 5 versions of "Microsoft david" and "Microsoft Zira (spelled Z I R A on my computer)" available by default on Windows 10. I wonder if other "Windows OneCore voices" like "Microsoft Richard" and "Microsoft Mark " are also available in SAPI 5 format.
