I personally wouldn't want this. I see no real advantage to it as nothing is moving across the screen as the mouse pointer does and that's where the panning feature works great.  If someone wants to go ahead and make an add on to do this, that's fine with me--I just wouldn't install it but those who want it could be free to use it.
