That's because in many cases they are exactly that:  solutions.

They're just implemented in a way (or ways) that are less than ideal.

And the issue with Bluetooth audio isn't a bug, per se, it's how the power saving feature is supposed to work.  It's a side effect of waking up a sleeping device.  Regardless of how you do it, the only way to fix it is to make sure the device does not sleep.  Take your pick of what way you wish to make that happen, as there are several.
