Right, These are correct steps.

An alternative way would be to open github page directly. Here is the one for or browser nav:

New steps begin on new lines.
Open tools in the NVDA menu.
down arrow to manage add-ons and press enter, and find the add-on in the list.
Then tab until you get to a help button and press the space bar.
I believe this usually opens the web page where you downloaded the add-on and the page usually has a description of how to use the add-on and available commands.

Hi, i didn’t find a help button when it came to any of the ad-ons that tony has written.  there was only something that gave something about things.  What do you suggest that i try as it relates to any help file concerning ad-ons.  Thank you for any information that you might have as it relates to ad-ons.

Yes, it is possible, I just tried that and it seems to work. It's a little ttricky to configure since this button tends to disappear quickly.
On quirk is that sometimes this button is called:
Skip Ads
and sometimes
Skip Ad
So you would need to either create two separate bookmarks, or use regular expression in the pattern to capture both like:
^Skip Ads?$
