Actually now, mail is counted toward the storage and google pictures. I have about 50 percent of my 200 gigs filled up with pictures, mail,, documents, files I probably should clear at some point etc. so yes in theory this is correct, however in practice, unless you keep a lot of mail, you will fill up the 15 gigs.

Google Drive, or similar, could be just perfect for this.  You don't really need a dedicated site, as you can list your transcripts on your YouTube Channel tied to the individual videos.  And if you provide the transcripts as immediate download links, when the user activates the link a Save dialog pops up for them to save the transcript wherever they wish on their machine.

A free Google account gets 15 GB of Drive space, and it would take a long, long time to fill that up with text (regardless of file format) transcripts.
