I think you’re right in that searching for buttons may be the fastest way to move to the end of a form. It’s not 100% guaranteed that it will work in all cases since some forms might have more than one button but I think it’s the best that we can do for now.

While in browse mode, you could try using the letter b to move by button. Most forms have a submit button at the end and most fields in forms aren't buttons. I haven't tried this, but that may be the fastest
way to get to the end of forms in general.
