Can you get to NVDA.Exe in Program Files X86 using fileExplorer and access the properties using alt+Enter?
Even though it may not be regularly used it’s always useful to have the NVDA shortcut available.

I can’t. It looks like my only option is going to have to be to boot into safe mode. I literally cannot access anything beyond that dialogue!
