The setting immediately before the checkbox for Close message window/tab on move or delete is the radio button cluster for Open messages in where the three choices presented are:  A new tab, A new message window, An Existing Message window.

You do the math.  I do not know why you have to be such a pain in the ass about these things.  It's obvious how they interact if you look around and use the slightest bit of logic about how those two very closely physically and logically allied settings work together.  To suggest I'm not talking about how the settings work is to be deliberately obtuse.
