Given the data available (and thanks to you and others who've offered it) this issue is almost certainly specific to the computer in question and probably end-user induced (and that doesn't mean it was deliberately induced - these kinds of issues often occur because someone accidentally did something and had no idea that they'd done it).

The recent topic, nvda suddenly began announcing all input keystrokes, is the perfect example of a end-user induced issue that was not deliberate and where the person who caused it to occur had no idea how it had come to be.  It's happened to virtually every computer user I know, at one time or another.
