Yes I got the feeling from what I read that a stand alone API is not written yet, hence they only work in Microsoft products.

Its probably not going to be the existing APIs either, but a new one which has other parameters that are needed for the voices. Also you find, even in Microsoft own programs that they seem sluggish. The current consensus is that the natural voices are going to be available in Narrator and other Microsoft reader products only for the time being.
