You would type a space in the replacement field.  This will probably work.

i use nvda 2016.4 forever.
but it does not matter, i have this issue since nvda 2016.2 (which

which i dont want to hear in sayAll,
then what exactly should i type in replacement that nvda never does
not announce this punctuation at all when using sayAll and i hear it
only when i need editing documents by navigating letter by letter?

SAPI is not a speech engine. It's a definition of a protocol enabling speech
applications (synthesis or recognition) to interface to other applications
(such as a browser).

Some synthesisers can only communicate with other applications via SAPI, some
can do SAPI plus other protocols, some don't do SAPI at all.

As Gene said, whether a synthesiser communicates using SAPI says nothing at
all about the quality of its voices.

Also, to add another answer to the original question "what is the best
sounding synthesizer that NVDA supports?", I would say it's the one you like
best and get on with best. That may not be the same as what someone else
likes. These things are a very personal choice.

You can see all officially approved NVDA add ons on this page:
 
You may find and use unapproved add ons but they may not work properly or they may be malicious.  Those that are officially approved are reviewed by members of the NVDA community and are known to be safe and are expected to work properly. 
The page I sent a link for has a search field and, below the introductory text, are links to all officially approved add ons.  If you follow a link, you will get more information about the add on and a download link. 
there is a Winamp add on, but you may or not care about the extra functionality it provides.  I mentioned that one because you mentioned Winamp.  You may find add ons for other programs you mentioned, I never checked.

It should be pointed out that SAPI is a way that voices communicate with the computer.  it has nothing to do with the kind of voice in terms of its speech or general quality.  sometimes, a synthesizer may have a SAPI version and a version that isn't SAPI.  There is no reason to use or not to use a voice because it is SAPI.

Re add-ons, you can find them either from the NVDA addon's screen in the tools menu (from the "Get addons" link) or from the same page which is http://addons.nvda-project.org/

I'll leave others to suggest their favourites, but I'll offer that if you are interested in learning more of the ins and outs of the program and what it can do, I'd recommend the official Basic Training for NVDA (caveat, yes, I wrote it) module, which is available in electronic text, audio or hardcopy Braille from: http://www.nvaccess.org/shop/

Hi Zahra,

Rather than the speech dictionary (which is designed to change how particular words are pronounced), you want to edit the "Punctuation / Symbol pronunciation" options.  Press NVDA+N, then P then find that option in the list and press ENTER to open the dialog.

You can either arrow through the list to find the punctuation to edit, if it is already there, or activate the "Add" button to add a new entry.

When you add a new entry, it asks you to type the symbol to be changed.  Do that and press ENTER.
Next you can tab to "replace" and type the word you want NVDA to read when reading that symbol.
The important one you want I think though, is "Level".  When you change the punctuation level with NVDA+P, any symbol in this list will get read if it's level is at least as high as the current symbol level.  EG if you set the symbol level of a symbol to "Most", When NVDA is set to symbol level none, or some, it won't be read out, but if it is set to most or all, it will be.

See how you go and if that helps.

If you are running windows 10, then the first add-on you should have, is the win10 app essentials add-on

That will make windows 10 just that little bit more accessible

There are synthesizers like Vocalizer and Acapella, but these are paid. In Windows 10 you can also use the Windows Onecore voices.

According to RNIB in the UK its never reached here at al yet apart from a few demo and evaluation displays. I'm interested insofar as according to reports people like myself with a heavy touch may find it easer to read than the old expensive displays.
