Sticky keys might work for you (hit shift five times to get started).
Not ideal, but then you could hit insert or capslock (assuming they work with sticky keys), then the NVDA key in question.

You should look at the CMOS for keyboard options, as someone suggested, but it sounds like that laptop has very limited multi-press keyboard support.
Those are not "normal" modifier keys (like alt, shift, and control are), and it seems as if the keyboard is not capable of providing scancodes for modifiers that it doesn't know are modifiers.
That suggests more "intelligence" on the part of the keyboard controller than is usually there in a simple keyboard.
You may want to contact the manufacturer, and make an ADA based complaint that they are producing an inaccessible laptop. Unlikely you'll get anywhere, but this may be solvable in firmware.

Just to make the thing a bit more clear, the keyboard that comes with the device is attached to the tablet part using some own docking system; I've not seen such a system before. In the Device Manager it shows just up as a HID Keyboard Device. I have tried updating the drivers through the Device Manager with no luck.

I'm not saying you can't save settings aside from making a portable version, but I would think a portable version would be the easiest way.  Andd any add-ons are also kept in the portable version and will be available if you install NVDA using the portable version.  Your speech dictionaries will also be preserved. 
 
As far as I know the portable version and installing from the portable version preserves everything or just about everything.
 
You can save the portable version anywhere, on a thumb drive, an external hard drive, anywhere, even someplace like Dropbox.  I make a new portable version now and then as a backup for anything I've changed over time.

hello.
you can copy your nvda profile from app data, (i did not test this myself),
and you can create portable copy from your installed version of nvda,
and after your work,
open nvda.exe in your portable version,
then install nvda on your system using tools select install nvda
and be sure to check, copy portable configurations.

I will try with another keyboard.

Unfortunately, the Insert key does exactly the same thing as Caps Lock, and FN + Insert is not to any help either.

I have installed SharpKey, and I tried to re-map Caps Lock to Numpad 0, but it did not work.

And then I played around a bit with Input Gestures, and I tried to, just as a test, put Print Screen + S to toggle the speech on and off, but no luck there either; the place where you typed in the key command just took the Print Screen. Maybe this is by design.

It sounds to me as though the keyboard may generate a code that screen-readers don't work with.  Since the key does what it is supposed to do when not used as an NVDA key, the explanation appears to be that the code used by the key is not one that NVDA looks for, even though the computer itself responds to it.  You may want to try another keyboard and decide what you want to do when you see the results.

I'm going to do something with my computer, but before that I want to back up my NVDA settings. How do I do that? what should i copy? Or should I create an NVDA profile?

I also have add-ons installed there, and if I installed NVDA on my computer, I would import my saved settings with add-ons as well.

It sounds like the keyboard on that machine just doesn't like caps lock
pressed with another key. That's rather unfortunate if it's a hardware
problem, and not some software doing it.
Do you have another keyboard you can plug in and test? That might not
rule out software completely, though.

Here are some things you can do to get a modifier:

1. Find your insert key. It might be fn+m for numpad insert, or some
other key, and use that.
2. If you don't have one or that's inconvenient, then you can use
SharpKeys to remap something to insert.
Right alt might work, if you have one. You'll want to find a key that's
easy to hit, and you can't use it for its normal function after you
remap it.
3. Write an addon to remap some other key as your NVDA modifier. This is
similar to the SharpKeys solution, except you could get the original
functionality of that key by hitting it twice.

You can also use the Input gestures dialog to remap NVDA functions to
other key combinations which don't need the NVDA modifier.

It's also why I recommend, whether one is sighted or blind, using the Unchecky utility.  While Unchecky is not 100% foolproof, it cuts down on the accidental installation of unwanted bundled software, known in "the biz" as potentially unwanted programs (PUPs), to a great extent.

Many sighted people I know ignore "those little checkboxes" at the bottom of various install dialogs that come up and have the nerve to complain afterward that they got unwanted software.  I find bundling loathsome, but it is absolutely not new, and has been the norm for years now.  It is incumbent on the person doing any install, particularly for free software, to examine each and every element on each and every dialog if they want to avoid getting stuff they don't want.  And if you don't, you will get that junk, plain and simple.  We have to deal with the world as it is, and has been, not how we wish it would be.

Thanks, I managed to install the drivers using EasyStart. It is not very accessible, but accessible enough to click through. Curiously enough it tells me that it didn't initialize correctly, but if I keep clicking next>next>next it still installs the drivers correctly. Web interface of the printer seems to be accessible enough, at least at a glance, I will explore it more later. And I'll also try the iPhone app.

Looks like I'll keep this printer for now - since there is an accessible way to use it. Thanks for your help!

On all your systems you should have the printer drivers, on the newer systems my brother does it but not tested with the  phones, holding your phone near the nfc will cause the printer to locate your phone and set itself up.

the app is hp smart in both phone types so who knows.

I have scanned from the web to pdf with drivers installed and the printer will support eprint jet, air, and cloud though you will need sighted help to initiate the completion on the device of the google cloud registration.

The scanner will support twane and the new windows wia protocol.

As long as your program supports the right protocols then it will work.

There maybe extra service apps to install for your printer on the phones to but it should all work seemlessly.

Now if you don't feel comfortable with that, there is probably a version of your driver in the utilities section though easystart will know what that usually is as there can be multiple versions.

Easystart is still got a few access issues but at least you should be able to read the screens.

In general for hp devices you will need the basic drivers package, and the full driver utility package, and if it comes with ocr software packages depending what that is I'd get that to.

After you get into the websetup on the networked printer, you can do that by finding your unit in network rightclicking with appkey, and selecting view webpage, you can go to tools or settings and maybe admin, and click firmware update or click status and firmware update or search for firmware update,

hitting that and the update button will cause hp to dial home and update, setting this to automatic will usually get updates, though every so often I like to double check to make sure its done as sometimes it will ask you to confirm that the update is installed and ready.

As for your example with negative look ahead, please keep in mind that BrowserNav matches each paragraph in the document separately - as opposed to the whole document at a time.

We need to talk to NVDA translation community about that - surely I don't mind it being added to the translation system, but what I've heard - correct if the situation has changed since then - is that no new add-ons are allowed in the translation system at this time.
