I can confirm the same issue, outlook doesn't seem to want to read the first top level of messages but it will read messages once opened, the window is maximised, and I have the latest office

OneCore voices are only available in Windows 10. If you have Windows 10 then you can add new voices by:
1. Press the WINDOWS key to open the start menu
2. Start typing "Region and language".

I meant what I said, that I read mail as plain text because it is safer. I don't know if reading mail as html exposes the user to much risk but plain text is safer.
