I have the same problem, the key stroke does not work. Microfone is activated since I can use cortana without problems. I think the dictation feature is just for some selected users.

It may well be that the microphone is not defined as your default recording device. Try the following:
1 Press the windows key to open the Cortana search box and type in ‘sound card’

In which program will this work? I got the latest version of windows last night 1709 and was just reading the thread.
Maybe ithe voice part of cortana turned off. There is a cam with a mic in it

On my PC's at least if there isnt a microphone Cortana's voice features are disabled until I plug one in. Makes sense now that PCs are smart enough to know when things are plugged into

Yes you have to have a microphone if one is not built in. They are more common in new laptops. Dont know of any PC's that have them built in.

Windows+H, you hear a sound, and you can start dictating. When you stop, you hear a different sound, and you can read what you dictated.
