I don't know about a phone, but there are a few laptops, notably one by Toshiba that have a cellular modem inside and can to most intents and purposes also function as a telephone on the mobile

I have set up Narrator on windows 7 so the right alt and equals launches it. Its the only way I have had to find out what happens when the program fails to restart after an update.

You could use nvda 2017.4 on a qindows 10 tablet or smartphone with arm 64 which we will have in te future more of.
